Final Evaluation of the Programme for Strengthening the Political Participation of Persons with Disabilities in Zambia 2020-2024

Client: : Political Parties of Finland for Democracy (Demo Finland), Zambia National Women’s Lobby (ZNWL), and Disability Rights Watch (DRW)

Brief Description: The project targeted political parties in Lusaka and Mansa districts with the aim of increasing their knowledge on and commitment to more inclusive and equal decision-making. It also targeted PWDs through their representative organizations using a capacity building approach around awareness of their civic and political rights, political communication skills and advocacy. The end term evaluation was for learning and accountability. The evaluation measured change and overall success of the project by comparing outcome indicator values against targets, and baseline values. In addition, the evaluation assessed constraints, lessons learned and good practices, opportunities, and successes in implementation for finetuning of programme objectives and/or activities during the final year of implementation. All the deliverables namely, the Inception Report, the Draft Report, the Final Report and the PowerPoint Report of Evaluation findings (presented in the dissemination workshop) were produced and approved by Demo Finland, ZNWL and DRW.

End of Project Evaluation of the “Increasing access to rights and participation of persons with disabilities on personal, community and societal levels in Zimbabwe” Project

Brief Description: The Inclusive Communities Project in Zimbabwe, P00102 was a two-year project implemented between October 2021 and September 2023, in Chimanimani (Ward 10,15,17 and 23) and Chipinge (Ward 26, 27, 29 and 30) districts of Zimbabwe. The project was implemented by REPSSI with support from CBM and its purpose was to increase access to rights and participation of people with disabilities on personal, community and societal levels, in Zimbabwe. The project had a deliberate focus on women, girls and people with mental health and psychosocial disabilities. The project also aimed to strengthen organizations of people with disabilities (OPDs) to raise awareness, reduce disability stigma and advocate for systemic change. In addition, it sought to improve access to education, peer support, health services and livelihood opportunities through community-based inclusive development (CBID), improving resilience to emergencies. The purpose of the evaluation was to track and assess the project in terms of its effectiveness, relevance, coherence, efficiency, sustainability, and impact, with a priority on assessing the project’s expected results, objectives and overall goal, to identify key lessons learned and best practices for learning and to assess the challenges, best practices and document the outcome for future processes.

End of Project Evaluation of Reducing Avoidable Blindness and Visual Impairment through inclusive People-Centred Eye Care (IPEC) Health Services in Manicaland and Harare Provinces Project (P00202).

All the deliverables namely, the Inception Report, the Draft Report, the Final Report and the PowerPoint Presentation of Key Evaluation Findings (presented in the dissemination workshop) were produced and approved by CBMG and partners.

Endline Evaluation of the Irish Aid Grand Programme (IAPG) in Zimbabwe’s 7 provinces and their respective 12 districts.

Brief Description: The action was focusing on (i) addressing GBV through Gender Equality & Social Inclusion (GESI), (ii) Promoting peace and human rights; and (iii) human rights in extractive industries. The work entailed utilising Outcome Harvesting (OH) approaches and adaptive management/strategic testing approaches.

Evaluation of the Gender Links/UNTF Sunrise Campaign: Local Action to End Violence and Empower Women programme in Eswatini, South Africa and Madagascar (I Jan 2020 to 31 Dec 2022).

Brief Description: The assignment entailed capacitating the women survivors of GBV with reclaiming their agency (through life skills training) and livelihoods (WEE through entrepreneurship training and provision of start-up capitals) to cushion them from GBV and overreliance on men/their husbands. The assignment also involved 500 men (to guard against backlash in GBV) and 50% young women (to stop violence before it starts). The assignment worked with 50 councils, dubbed the Centres of Excellence (COEs) from the three countries to ensure addressing of GBV ‘community by community’. The evaluation managed to validate the hypothesis that women economic empowerment contributes to reduction in GBV using the following tools longitudinally tracked at both baseline & endline; Gender Empowerment Index (GEI) scores, Relationship Control Index (RCI), ‘I’ Stories, and Gender Progress Scores (GPS).

End-Term Evaluation of the Enhancing Local Authorities’ Contribution to Governance and Development Processes (ELACGDP) project in Zimbabwe.

Brief Description: The assignment encompassed data collection to sampled 12 Local Authorities (LAs), which were thus 12 districts in Zimbabwe. Reporting, which started with the development of the Inception Report was successfully done, which saw the development of the Final Evaluation Report and an Executive Summary report as major deliverables.

END-TERM EVALUATION OF THE ENHANCING LOCAL GOVERNMENT CAPACITY FOR DEVELOPMENT (ELGCD) PROJECT IN THE THREE REGIONS OF ZAMBIA

Brief Description: Two Palm Senior Consultants completed this evaluation which targeted the three provinces of Zambia, namely Copperbelt, Northern province and Lusaka. Led data collection team in Northern province. Reporting was done which included the Final Evaluation Report and a three-page Executive Summary report as major deliverables. All the deliverables met the client’s requirements as per the Terms of Reference (ToR).

FINAL EVALUATION OF THE DG ECHO PROJECT FOCUSING ON WASH, HEALTH, NUTRITION AND EMERGENCY SHELTER & NON-FOOD ITEMS (NFIS) IN SUDAN

Brief Description: A team of four Palm EvalRes Consultants undertook this assignment which targeted conflict-affected Central and South Darfur states in Sudan. The assignment encompassed both qualitative and quantitative data collection, which came up with findings and recommendations and the development of Final Report. All the deliverables, chief among them; the Inception Report (draft and final), Draft Evaluation Report and the Final Report were successfully developed by the consultancy team and validated by NCA Sudan and stakeholders. ENDLINE EVALUATION OF THE CLIMATE ADAPTATION FOR RURAL LIVELIHOODS (CARL) PROJECT IN ZIMBABWE’S THREE DISTRICTS

Brief Description: Palm EvalRes Consulting’s Director was a Co-Consultant for this assignment which covered Buhera (Manincaland province), Gutu (Masvingo province) and Bulilima (Matebeleland South province). The project targeted small-scale farmers in livestock and crop production, to enhance their resilience in climate change. The assignment involved comprehensive literature/document review and primary data collection. Draft and Final Evaluation reports were developed, shared, reviewed and validated/accepted by Oxfam Zimbabwe and stakeholders.

END-TERM EVALUATION OF THE SAT’S SEXUAL AND REPRODUCTIVE HEALTH (SRHR) PROGRAM.

Brief Description: The Palm EvalRes Consulting’s Director was part of four 6 researchers who conducted the evaluation. The programme focused on access to sexual and reproductive health and rights (SRHR) services and products to young people and adolescents (15-24). The research covered 4 districts which are Insiza (Matebeleland North), Bulawayo (Bulawayo province), Zvishavane (Midlands province) and Harare (Harare province).

EVALUATION AND DOCUMENTATION OF SCZ’S NORAD PROGRAMME (2010-2021)

Brief Description: Palm EvalRes Consulting’s Director was a Co-Consultant for this evaluation, focusing on four overarching sectors which are Education, Child Protection (CP), Child Rights Governance (CRG) and Disaster Risk Reduction (DRR). The assignment involved comprehensive literature/document review; primary data collection (through KII, observations, MSC/case study stories documentation and capacity assessment tools). Preliminary findings were presented in all targeted 8 districts and the assignment concluded with the development and submission of the Final Evaluation & Documentation Report.

REAL-TIME EXTERNAL EVALUATION OF ZAMBIA EMERGENCY DROUGHT RESPONSE PROGRAMME IN MWANDI DISTRICT OF WESTERN PROVINCE

Brief Description: The Palm EvalRes Consulting Director, Mr Samson Marufu; and the Board Member, Prof Tsitsi Chataika successfully undertook this evaluation. The project sought to create an inclusive environment in schools and education facilities to make them habitable for children with disabilities, marginalized girls and children from ultra-poor households. The 3 impact districts targeted were Mzimba South, Mangochi and Lilongwe Urban as well as 3 Model TTCs and Ministry of Education, Science and Technology. All the deliverables of the assignment were met successfully
